The dry season from December to April, doesn't necessarily mean no rain but there should be less of it, is considered the best time to visit Costa Rica. The 'green' season runs from May to November and there is more chance of rain during this time with September and October being the wettest months. It is important to plan well in advance for Christmas and New Year to avoid disappointment (ideally a year) as Costa Rica is extremely popular over this time with repeat bookers. Easter and during US school holidays are also best to plan ahead.
